Platform coordinator.py is the single source of truth; the skill
coordinator template (templates/roles/00-coordinator.md + SKILL.md
appendix 00 + body) now derives from it instead of describing a
second, model-played coordinator (U1-U13).
- server: _create_task accepts parent_task_id (404/400 checks,
coordinator-under-coordinator rejected); follow-ups to a running
coordinator return 409 at entry (_create_followup /
_deliver_to_thread) with documented alternatives (U14/U15).
- tests: 8 new coordinator tests (depth limit, lineage, replay,
follow-up 409); appendix sync/provenance/transplant suites green.
- check_appendix.py: 12 chapters match templates/roles/.
Coordinator parts gain three enforced bounds, validated in
validate_parts and carried through the coordinator_parts JSON
(no schema change): timeout_seconds (1..86400, per-attempt
wall clock from coordinator start; the coordinator poll loop
cancels only that child with the same cancel mechanism as
the global timeout, other parts keep waiting, audit
coordinator_child_bound_exceeded), on_failure fail|tolerate
(tolerated failures do not fail the coordinator, are named
in the report head, and their failed children are not
requeued on coordinator re-run while interrupted children
still are), and result_chars (0..2000, default 500, enforced
in build_report; the 4000-char report writeback cap still
applies). evaluate_outcome is the single outcome rule used
by both build_report and the worker error text, so tolerated
failures never leak into the coordinator failure reason.
Unknown part names fail closed.
Deliberately NOT added, after reading the execution layer:
per-part token/cost budget (cost is recorded only on
completion, so a running child's spend is unobservable and
creator quota is monthly, not per part), per-part round cap
(normal tasks have no per-task round cap in the worker),
and write-scope isolation (sandbox is per-project worktree,
a scope string in a prompt would be an instruction, not a
guarantee). Tests: test_delegation_bounds.py (8 tests).
Coordinator tasks bypass _run_attempt, so their _claim placeholder in _running was never cleared: each completed coordinator permanently reduced the worker process effective capacity until it could claim nothing, while heartbeat stayed fresh and the capacity gate returned silently. This caused the 2026-10-28 40-person stall (autoscale-1 had one leaked slot, then claimed coordinator A and filled up) and the old 18-person C-6 never-claim (autoscale-1 leaked both A and B). Fix: wrap the run_one coordinator branch in try/finally _running_clear, so normal and exception paths both release. Also log capacity-gate refusals (worker_claim_refused_capacity) throttled to once per 30s; throttling applies to the log only, refusal always returns False. Tests: coordinator completion releases slot, next claim succeeds, capacity-log throttle; both leak tests fail on pre-fix code.
